he realized the importance of energy, he
understood it, he meant to do something about it,

by far.

Depends on what your definition of best is.

He means that Carter met his goals whatever they
were. A lot of R&D also got started during that time
on alternative sources and sustaining technologies.
But his main accomplishment was in reducing
consumption-- conservation.

I see, set a goal that no one knows what it is, and
then you can say, I met my goals????? And that sure
did us a whole lot of good didn't it?

I think that Razzbar explained the goals. And I don't
see that you could live through that time without being
aware of this. Where were you?
