When it comes to energy policy, Carter was best, by
far.
He means that Carter met his goals whatever they were.
A lot of R&D also got started during that time on
alternative sources and sustaining technologies. But
his main accomplishment was in reducing consumption--
conservation.
I see, set a goal that no one knows what it is, and then you can say, I
met
my goals????? And that sure did us a whole lot of good didn't it?
