I've just never seen 'expire' used in that context before, and it
seemed overly harsh compared to 'passed away'.

I think that so many of his efforts (like the brown
tree snake) are listed as pork only because their only
effect is on Hawaii.

But usually the definition of "Pork" is stuff that has no significance.

But like the levees of New Orleans, some of this pork is vitally
important to the residents and a federal responsibility.
