Much to my surprise, that number is right. The population of Honolulu
county (all of Oahu) is about 900,000; but Honolulu proper is only
380,000.

Honolulu county has several cities of around 30,000, but less than ten;
so a big part of the population difference has to be the military bases.
The ones I remembered the names of (Wheeler, Schofield) had large
populations.
