Not quite. After Jean-Claude Duvalier was forced out of Haiti, there
was this
alcoholic named Henry Namphy who inherited the reigns of power. At the
time, a lot of Haitians in the diaspora wanted to move back home with
their
diplomas, good will, and saved up monies. What did Namphy do? In a
drunken
stupor, he concocted the 1987 Constitution, whose main objective was
to
block the political aspirations of a competent and willing diaspora.
The saddest part is, his strategy has proven successful to this day.

but also the national pride
(bourrikness) doesn't allow for "foreign influenced" to come and
dictate how things ought to be, should be, could be...as if the locals
can't do it. Pride is a hard thing to swallow..

Nationalistic pride is the only thing left for scoundrels.
