I think the question is whether or not it is possible to get a military together that understands its role within the constitution. This type of discipline would require both a leadership that believes in this role and an enlisted rank and file that has been educated to understand the role. Haiti has ~85% illiteracy. Until the illiteracy rate is ameliorated, such a military will not exist.

Unless they reconstitute the Haitian military, and allow it to operate independently, free of politics, within the constitution, and subservient to the civilian authorities, it's NOT going to work.
