There is a german broadasting-station named KIKA, short for Kinderkanal
http://www.kika.de
I do not know much about watching TV on a computer, but I know that KIKA can be watched with a TV-card. I do not know if this is possible if you live in the USA.
For internet-radio have a look at
http://www.surfmusik.de/
There are a lot of german radio-stations. The site is on german.
