P.S. I realize that the hours of such broadcast, if they're aimed at children living in Europe, may be past the bedtime of any child living in the US, but I'm handy with computers, so I'm hoping I'll be able to figure out a way to download the broadcast for playback later.

There is a german broadasting-station named KIKA, short for Kinderkanal

I do not know much about watching TV on a computer, but I know that KIKA can be watched with a TV-card. I do not know if this is possible if you live in the USA.
For internet-radio have a look at
http://www.surfmusik.de/
There are a lot of german radio-stations. The site is on german.
