The cited news article says, in part, "Justice Secretary Raul Gonzalez
on Friday confirmed that the medical care group found responsible for
the fraud operated in Subic, north of Philippine capital Metro
Manila." The "PHILIPPINES and UNITED STATES OF AMERICA Extradition
Treaty (with exchange of notes dated 26 January and 17 March 1995).
Signed at Manila on 13 November 1994, seen at

part:

Obligation to Extradite
The Contracting Parties agree to extradite to each other, pursuant to

provisions of this Treaty, persons whom the authorities in the

Extraditable Offenses

under
the laws in both Contracting Parties by deprivation of liberty for a
period
of more than one year, or by a more severe penalty.

I'm sure that it would be possible to complicate and prolong this
beyond all reason, but the basics of RP-US extradition seem pretty
straightforward.
