yes but... is a single ticket system better? Should the extremely
corrupt mayors be allowed to ignore the EO??? That would make a good

in the us  there is no single ticketing. local cops  can ticket
anybody. whats wrong with giving  local govt  autonomy to decide and
not let  some  superburuaucracy decide? micromanaging from a macro

You cannot compare Pinas with the U.S. which is composed of many states,
counties/parishes, cities/towns,
nations-within-the-state-within-the-union (Indian lands), unincorporated
areas, etc., etc.  The federal government is REQUIRED by the U.S.
constitution to give the states as much autonomy as it could.  You
cannot compare U.S. states with Pinas local governments.

But you may compare Pinas with a single state of the U.S., any one of
the 50, but I suggest staying away from Louisiana which has the most
fucked up system of laws compared to other states. Its legal system is
laid out in the pattern of French colonies and France itself.

All U.S. states have a power called preemption of jurisdiction; some use
it, some don't, but most states just couldn't care less--no big deal to
them--and go on a case-to-case basis.

Preemption here means the state government (or the state constitution)
can declare that, *for example*, all firearms violations regardless of
where it occurred as long as it is within the state will be the
exclusive jurisdiction of state police and state courts.  That means no
local law enforcement official and inferior court in the state should
mess with such cases.  This preemption is more analogous to the
situation in Pinas described in your post.

we are talking local city rights here.most of the law is
uniform[ basic speeding, etc etc...} there are exceptions based on
the peculiarities of each cities which the locals have decided as
important .maybe the fines are different . let them decide. one size
does not neccessarilly fit all. dont give bayani fernando too much
power when he is not even elected
