My interpretation of the issue is that The Yanks had some concerns and

The U.S. apologized to Iran after tossing a few Tomahawks at its troops preparing to meddle at the start of the Iraqui action. Electrical and mechanical malfunctions, you know. Sailors can't be trusted these days.....so very sorry. Really! Honest to Allah!
