MANILA, Philippines -- They were caught by surprise!

Thus said Makati City Mayor Jejomar Binay objecting to the suspension
Wednesday by Philippine National Police (PNP) Director General Avelino
Razon of the 24 local policemen in connection with the Peninsula
takeover.

Makati City policemen were surprised by Sen. Antonio Trillanes IV when
he led a walkout during a coup d'etat trial last week. So surprised
were they that they failed to stop Trillanes and company's 3-km march
from J.P. Rizal Street to the Peninsula hotel on Makati Avenue that
sparked a seven-hour standoff last week, according to Binay.

In a press briefing, Binay said the relief of the policemen, led by
Makati police officer in charge Supt. Angel Sumulong, had
"demoralized" the ranks, describing it as "out of proportion."

"If the policemen were surprised, why should they be punished?" Binay
said, noting that it should be Gen. Hermogenes Esperon, the Armed
Forces of the Philippines chief of staff, who should be investigated
for being unprepared.

Binay said that Esperon knew about the destabilization plan but did
not act on it or passed the information to President Gloria Macapagal-
Arroyo.

Some of the Makati policemen earlier said that they did not want to
take action on Trillanes's group after seeing some of them were armed
and feared that a gun battle could hurt bystanders.

Ordered relieved was Sumulong, who was the officer in charge of the
Makati police as the chief, Supt. Gilbert Cruz, was out of the country
attending a seminar.

Apparent inaction

The PNP said the "apparent inaction" of the policemen in the
opposition bailiwick to "control the situation" allowed Trillanes to
walk out of the courtroom and march on the hotel located three
kilometers away.

Binay vehemently denied that he was involved in the botched coup
d'etat plot and added that he was ready to answer questions from
government investigators looking into the incident.

He said he was with former President Joseph Estrada in Quezon City for
a medical mission at that time.

Binay slammed Justice Secretary Raul Gonzalez for insinuating that he
had a hand in the plot because one of his men was with the rebel
soldiers. Binay said the allegation was unfair.

Negligence

The mayor said he provided the police information on one of the rebels
who wore a wig as a disguise, referring to former Sgt. Elmer Colon.

Supt. Rommel Miranda, deputy PNP spokesperson, said that those
relieved had been ordered to report to the Southern Police District
(SPD) headquarters to undergo investigation.

He said that the investigation was for possible administrative charges
of negligence. If charged, the policemen could be placed under
preventive suspension and deprived of their salaries.

"The first action (to stop Trillanes' group) should have come from
these people. Negligence in this situation is of grave magnitude,"
Miranda added.

He also said that it took 30 minutes from the time Trillanes left the
courtroom of Makati City Judge Oscar Pimentel before Makati policemen
were able to inform their superiors of the situation.

"There is no excuse for that," Miranda said.

He said the group would be temporarily assigned to the Headquarters
Support Group of the SPD pending the result of the investigation.

Other policemen relieved were Insp. Geraldo Diño, SPO3 Carlos
Mendibei, and PO3 Edwin Buenaventura of the City Hall Detachment;
Senior Insp. Reycon Garduque, PO2 Rommel Salcedo, and PO1 Globel
Belarmino of Police Community Precinct 8; SPO1 Noel Infante, PO1
Wilfredo Alvarez and PO2 Raul del Rosario of the Mobile Patrol Unit;
Senior Insp. McVernon Manera, PO2 Reyne Baluyan and PO1 Bryan
Hernandez of the Intelligence Division; SPO1 Enrique Fernandez and PO2
Jomerick Turiano of the Explosive Ordnance Disposal Unit.

Also relieved were Traffic Division personnel Senior Insp. Gilberto
Loteria, Insp. Oscar Alicando, SPO4 Antonio Buctuan, SPO1 Mano Deveza,
SPO4 Ronando Pilande, SPO2 Rogelio Valdenor, SPO1 Melchor Calooy, SPO3
Nestor Frias, and PO3 Luisito Ordoñez.

"If the policemen were surprised, why should they be punished?"

That argument from Makati City Mayor Jejomar Binay does a good job of
illustrating an attitude common to RP officialdom regarding public
servants not doing their jobs.
