Man, you're playing games if you claim this is the first time you've seen communication *** ups in the Pinas. What I do know is that the majority of the world's law enforcement officials are not allowed to act on a plain copy of an arrest warrant. They need an original or at least a certified true copy before they can act, otherwise the arrest might get overturned in court. Did you ever think of this?

John Wayne was an actor. I doubt that he walked around town armed like his movie characters. What do you personally know about this?

And I'm not sure about the local laws, but in most places it's illegal to conceal a weapon in your person or vehicle without a permit, but not when worn or displayed where it's obvious and well secured. Maybe even this will require a permit. But find out before frothing.

I know that certain officials are allowed to arm themselves. I don't know about this specific person so you may want to research this.
