Richard Gordon about the status of extrajudicial killings in the

What exactly is meant by "extrajudicial killing?" Is there such a thing
as "judicial killing," specially since there is no death penalty in the
Philippines? Does it mean the killings were done without blessings from
the judiciary, in which case blessings should be obtained prior to
execution?
Or is this a simple ploy, using a redundant adjective to make another
word seem to have more serious implications? Even native speakers ob da
ingles are falling for it.
