to Palparan appointment

PRESIDENT Arroyo's allies at the House yesterday said Malacañang
should let newly retired Maj. Gen. Jovito Palparan take a break, enjoy
his retirement, and be cleared of charges of political killings before
appointing him to a new post.
Palparan, who reached the mandatory retirement age of 56 on Monday, is
accused by militant and human rights groups of responsibility for the
spate of extra-judicial killings. Malacañang has announced plans to
appoint him to the National Security Council as deputy for
counter-insurgency, to the defense department, or to the Presidential
Anti-Insurgency Task Force.
Rep. Joel Mayo Almario (Lakas, Davao Oriental) said that while there is
no question about Palparan's "dedication and professionalism," his
hasty appointment could further fan outrage from his accusers.
"Retirement doesn't make him less of an asset. But if GMA would
immediately appoint him, the charges against him could pose a problem,"
he said.
Palparan is facing investigation by the Melo Commission, which
President Arroyo has tasked to look into the killings, and the House
committee on human rights, hearings of which he has snubbed twice.
Palparan has also snubbed four times summonses issued by the Court of
Appeals in relation to the disappearance of two UP students in Bulacan
last June.
"He should be given the chance to face his accusers squarely in those
fora and clear his name. We believe he can ably defend himself and will
be vindicated of the charges against him in the end," Almario said.
Rep. Eduardo Veloso (Lakas, Leyte), a member of the Commission on
Appointments, said the only time that the Palace appoint Palparan is
when he gets cleared of the allegations.
"But right now, we believe he needs to answer the charges against him
and prove his innocence. We will certainly welcome his appointment in
the NSC if all the issues against him have been addressed and
resolved," he said.
Pending Palparan's testimony before the human rights panel, Veloso
said "it is best for him to take a rest and enjoy his retirement."
