OK, I see. This is a US SC decision. US SC decisions, of course, are
not binding on the RP SC, but it is not unusual for the RP SC to
incorporate legal reasoning contained in US SC decisions into their own
legal reasoning.

This is what I had been saying before, Philippine laws sometimes were just copied even though their experience and history do not have it.

You will find a lot of it, making it confusing and sometimes contradictory to Philippine traditions and maybe even its constitution.
