The hospital probably has a history of treating nonpayers and is
worried about covering its operating costs. Absent the history of
treating nonpayers, the story would probably have been different.

'PacMan' plans to sue hospital in hometown
By Isagani Palma, Correspondent
GENERAL SANTOS CITY: The World Boxing Council super-featherweight
champion, Manny Pacquiao, is contemplating charges against a private
hospital here who allegedly refused to treat his dying relative.
<snip>
The hospital administrators "demanded P50,000 for a down payment. My
relatives offered a P30,000 advance but hospital authorities refused,
saying the entire amount had to be paid," he said.
<snip>
Pacquiao said hospital staff started to attend to Jamora only after a
hospital attendant recognized Pacquiao's stepfather.
