Hmmm... drug legalization anybody?

Not in the RP. Too many ready to drop out of reality. Nobody in the
RP (apart from the few who have their act together well enough to have
effective control of the country) plans their life more that 10 minute
in advance, and an immediate drug hit looks very appealing to many.

Regsarding the police setting people up -- hey, how is a government
breaucrat supposed to make any money anyhow? "Milking cows" is the
local term.
