JDV sees parliamentary govt by July


Citing the success of a signature campaign to amend the 1987
Constitution, Speaker Jose de Venecia on Thursday predicted the
adoption of parliamentary government by July.

De Venecia said the Commission on Elections (COMELEC) can already
verify signatures gathered by some 100 civic organizations including
nongovernment organizations, church leaders and local governments for a
people's initiative to amend the charter.

He said COMELEC would most likely schedule a nationwide plebiscite
sometime in June and authorize a campaign period of 60 to 90 days. He
said the plebiscite will ask the public to decide on the proposed shift
to a unicameral parliamentary system of government.

"If the yes [vote] wins...we will have the first parliamentary
government in Philippine history and the first free unicameral
parliamentary in history," de Venecia told ANC.

He added, however, the Supreme Court must clarify its ruling on
Republic Act 6735 or the Initiative and Referendum Act of 1989.

He said the tribunal should reconsider its stand and allow charter
change through a referendum.

De Venecia made the statement as majority lawmakers sought to gather
the 195 votes needed in the lower chamber to support amendments to the
Constitution.

Congress can convene as a constituent assembly to introduce changes in
the charter after it gathers three-fourths of votes among its members.

The speaker said the House majority is still short of votes but said he
is confident the numbers will be completed in two to three weeks.

De Venecia said that while he prefers the mode of a constituent
assembly to introduce amendments to the charter, he is also satisfied
that the people's initiative has gained ground in soliciting signatures
to support the constitutional change campaign.

Senate Minority Leader Aquilino Pimentel, meanwhile, said de Venecia's
goal of a shift to a parliamentary form of government by July was
nothing but a pipe dream.

"Joe de Venecia can dream all he wants but it's not going to happen. He
will wake up one day to find that all the dreams that he has built up
for himself... will be crushed and pricked like a bubble and he will
come down to earth and see that he cannot just do anything he wants to
do. There must be a law to follow and the Constitution must be upheld,"
Pimentel told ANC in a separate interview.

Pimentel said the people's initiative is "null and void" because there
is no enabling law to support it.

On Wednesday the Senate rejected efforts by the government to pave the
way for amendments to the Constitution. Majority of the senators passed
a resolution declaring illegal the supposed campaign of the Department
of the Interior and Local Government (DILG) to gather enough signatures
to justify charter change.

All the senators except Edgardo Angara and Manuel Lapid signed the
resolution, reiterating their opposition to the people's initiative
in the absence of an enabling law.

The resolution also noted that the barangay assemblies on March 25 were
used as venues for the signature campaign.

The DILG Memorandum Circular 2006-25 issued to barangays enjoined
barangay officials through the assemblies to tackle issues on health,
agriculture, education and "current issues affecting the country."
