no can do to change into a parliamentary system in one amendment
would be breaking the law in other parts of the constitution. how
do you reconcile a parliament system with other parts of the
constitution that says there is a president and a vice president
plus the sentators and copngressman ? its a pipe dream dood . give
it up your only hope is if congress changes anything with a 2 third
vote . [ which i doubt since senate says they are not budging. looks
like you are not getting your wish .
imo new elections is easier.
