Where in the world can we find examples of these enlightened,

Not.
Welcome to the real world.
However, is there a counterexample which has performed better in
bootstrapping a country than U.S. style democracy?
I am not in the philosophical camp which advocates either raw or
representative democracy in a country largely populated by uneducated
persons (voters) with little or no political sophistication. I do
respect , however, the argument that even in that situation given
democracy -- and also given time -- things will likely sort out
favorably. I am doubtful about the workability of the 'given time'
part of that in today's real world.
In the early days of the republic, I have the impression that average
Filipinos (of the dying generation) are just as educated and
sophisticated as the average Americans in those times. And it's only
recently that most Filipinos' (the present generation) sophistication
declined. But despite that, I think raw or representative democracy is
very ideal for the Philippines. I know that some are against giving
some countries raw or representative democracy, because they say the
people of those countries want the annihilation of other countries and
societies having culture, beliefs, and religion extremely contradicting
theirs. That's not a problem in the Philippines once given raw or
representative democracy as it ought to be in the first place. Because
anyway the Philippines is a country that idolizes modern Japan and is
very receptive to the West's polynesianized culture. And besides
some say Filipinos are really or partly Polynesians too, anyway. So no
problem adopting raw or representative democracy.
My take:
Democracy is a learning process, one cannot apply that work in one country and use that same process in another. It has to be modified to be able to work, considering the cultural and social norms.
