Yes and no..... in such countries the two are almost as one.
And there are questions about whether the Vatican felt his position
(marcos") warranted treating him with kid gloves. They have a very long
history of such stances- tho it is usually done in a very private way.
Remember how they helped many Nazis escape the Allies?
