If you elect 12 from Mindanao and Visayas only, at the 2010
Presidential elections, the Senate (who'll act as board of canvassers)
won't have a representative from Luzon. That will severely handicap a
candidate from Luzon if he goes against a candidate from the south.

A better solution is to Make it 3 from Luzon, 3 from Visayas, 1 from
Autonomus Region of Muslim Mindanao, 2 from non-ARMM Mindanao, 2 from
the National Capital Region and 1 from the Cordillera Administrative
Region.
