this fema chief is a mess. the fema during the loma prieta
earthquake in california was good when that old calamity
happened. this one knows more about horses than about coordinating
emergency response during disasters .now he has been recalled back to
washington. good riddance.

another example of his incompetence is the fema debit card that has

FEMA chief removed from relief effort

WASHINGTON - Michael Brown, the embattled director of the Federal
Emergency Management Agency, is being removed as head of hurricane
relief operations in Louisiana and sent home to Washington.

Homeland Security Secretary Michael Chertoff made the announcement at a
news conference in Baton Rouge on Friday. Brown will remain on as the
head of FEMA.

Coast Guard Vice Adm. Thad Allen, who has been the No. 2 official on
the ground in Louisiana, will take over the recovery and relief effort

"Mike Brown has done everything he possibly could to coordinate the
federal response to this unprecedented challenge," Chertoff said. "I
appreciate his work as does everybody here."

Brown has been under fire for the slow and uncoordinated federal
response to Hurricane Katrina. Time Magazine also reported that he
might have padded his resume.

White House Press Secretary Scott McClellan told reporters shortly
before Chertoff's announcement that Brown had not submitted his
resignation and Bush had not asked for it.

Some Democrats have been calling for Brown to be fired and even some
Republicans have been grumbling.

But Brown has enjoyed the president's public support, accompanying Bush
on his first tour of the devastated Gulf Coast region last week.
"Brownie, you're doing a heck of a job," Bush said at the time.

Vice President Dick Cheney expressed confidence in Brown when he
visited the region just yesterday.

Critics said it appeared the move appeared to be little more than

"It tells me that they are not correcting the structural problem with
the agency,'' said Jane Bullock, a 22-year FEMA veteran who rose to
chief of staff in the Clinton Administration. "That's not going to
correct the fundamental problem the agency has with the leadership not
understanding how to operate in a disaster.''

Allen, a native of Tucson, Ariz., led Atlantic forces in the Coast
Guard's response to the terrorist attacks of Sept. 11, 2001.
