No to terror suspect

OUR OPINION: FIND ANOTHER COUNTRY TO TAKE LUIS POSADA CARRILES

U.S. Immigration judge William Abbott made the right call in ruling
that Luis Posada Carriles will not be deported to Venezuela or Cuba,
countries where he would not face a fair trial and likely would be
tortured. Now the U.S. government must find another country to take
the terror suspect. He should be locked up until that country is
found.

To do anything less would open to question the U.S. commitment to
fight global terrorism.

Mr. Posada is a Cold War combatant who never gave up the fight.
A former CIA operative, he is an avowed enemy of Fidel Castro and
proponent of his overthrow by any means possible -- including
violence directed at civilians. If freed in the United States,
there is no telling what type of activity he might attempt.

We, too, would like to see Cuba's dictatorship end -- but not through
terrorism. Moral ends do not justify immoral means, and the U.S.
government must not appear to condone such conduct when it is trying
to win allies against terrorists who target this and other Western
countries.

Mr. Posada has a questionable past. He openly admitted twice that he
masterminded the 1997 bombings of Cuban tourist sites, one of which
killed an Italian tourist. One man who confessed to placing the bombs
implicated Mr. Posada, as well. He also remains a prime suspect in
the 1976 bombing of a Cuban passenger jet, which killed 76 people. In
2003, he was criminally convicted in Panama, where he and three
others were caught with explosives.

The International Criminal Court would be the ideal independent venue
for trying Mr. Posada and determining the truth of his past. Too bad
for us, though, that our government doesn't support this court. Now,
the State Department should be working overtime to find another
country to take Mr. Posada.
