A noble thought, but because of the way our civilisation has evolved and
developed, a heavy emphasis will always be put on the need to keep a
military force for defense, and eventually offence. Super powers need super
defense forces that need super financing, and this super financing simply
drain the resources that are needed to perform the necessary development of
equipments needed for the type of space exploration you mentioned. Only an
actual visit by aliens from outer space can change the course which our
planet has taken.

Instead of doing research on weapons to destroy ourself, why not spend
money on research and development to find other planets where we can
expand humanity into the universe. There is no need to fight
ourself. There may be plenty of unknown enemies in space to fight
with.
