The surprise here is that China and Russia, which customarily take an
adversarial stance towards the other three - the US and its ally
Britain and their sometime ally, France - seem to have decided that
North Korea and Iran are going too far.
They are moving, slowly and tentatively, towards some diplomatic action
in the Security Council to warn the two rogues. The summit this weekend
of the Group of Eight industrial powers in Moscow, with China attending
as an observer, is a chance to advance this process.
