Vote for the Stupidest Country in the World

I want to know your vote for the stupidest country action. Because this
is our first competition, it's going to be retroactive: although this
is the Stupidest Country Award for 2006, you can select any country and
any (modern) activity, and label it a candidate. Let's try to keep it
post-Soviet Collapse -- that way, we won't have to deal with the
plethora of stupidity that took place between ... well, the dawn of
humanity, and 1991.
