Bolivian Opposition Tries to Derail New Correa Government

Quito, Jan 19 (Prensa Latina) Illegally challenging the Ecuadorian
government, the parliamentary majority opposing the Constituent Assembly
named a new Attorney General, thus leading to political confrontation in
the country.

The majority group, formed by the PRIAN (Renovador Institucional), PSP
(Patriotic Society), PSC (Social Christian), and UDC (Democrat Christian),
elected Francisco Cucalon as the new Attorney General, with 62 votes,
despite rejection of the minority.

Deputies from minority blocks rebuffed the naming and said they were
marginalized from the process.

In statements from Brazil, where he is attending the MERCOSUR Summit in
Brazil as guest, Ecuadorian President Rafael Correa called the election
unconstitutional.

According to the Constitution, the Attorney must be elected from a list of
three candidates presented by the president to the National Judiciary
Council (CNJ), he pointed out.

Correa told a local TV channel Congress wants to destabilize the country
and he will not admit it.

The president had warned two weeks ago he would even use public force to
prevent the new Attorney from assuming the post, but Cucalon took office
last night.

Attorney General Pick Angers Quito

Quito, Jan 19 (Prensa Latina) Officials of the provincial District Attorney
in Pichincha took over the capital offices in rejection of Francisco
Cucalon as Attorney General.

Coordinators of 20 prosecution units and employees decided to take over the
building of the institution as a means of applying pressure and announced
other actions to prevent Cucalon from officially taking the post.

Lawyers and members of the district attorney offices consider the procedure
used by Congress illegal since it ignored the National Council of the
Judiciary (CHJ) decision to choose the general attorney.

Victor Hugo Castillo, spokesman of the CNJ Commission of Human Resources,
expressed that, in spite of the decision adopted by Parliament, the
Judiciary will continue with the process of selection.

The group composed of the Socialists, Pachakutik, Izquierda Democratica,
Red Democratica (RED) and Movimiento Popular Democratico (MPD) in the
legislature rejected the selection of Cucalon and criticized the procedure
used.

Dolores Padilla, RED deputy said that the majority is in the streets
demanding a Constituent Assembly to reform traditionally repressive
politics, and the bloc did not rule out presenting a demand for violations
of the Constitution.

With shouts of "Let s go Constitutent, share the power," parliamentarians
in favor of the Constituent Assembly left the hall during the designation
of Cucalon.
