The Cambodian government, through the inter-ministerial forum, should
get involved in the coordination of all the activities from rice
planting, producing, packaging, financing, educating, marketing. It's
a combined work between the government, education, companies and
individual farmers. It must be a collaboration approach where ideas
flows from one end onto another end freely. Just like the counterpart
of garment industries, there must be associations in every phase of
rice producing from planting to exporting. Customer relationship is a
must. Again, trust is very important in human relationship. However,
trust must be learned, acquired and taught. The key ingredient for the
development of trust is always the same ethical tool of INTEGRITY.

This is only a suggestion. I'm not a rice producer, nor expert in rice
farming. However, I'm a problem solver by profession and experience.
