What do we see out of these numbers? I see we need competence
building, more investment in health and education, the strengthening
of various Cambodian institutions and processes. Higher education and
training, financial market sophistication and technological readiness
are mainly an application of integrity, cultural transformation and
the love of what we're doing.

In other words, living a good life is a matter of using our resources

There are 3 broad requirements:
  1. basic requirement
  2. efficiency enhancers
  3. Innovation and sophistication

I let you people in Finance (Keat Chhon/CPP), Education (Kol Pheng/
Funcinpec) and Rural Development (Lu Laysreng/Funcinpec) figure things
out in order to get score that will bring Cambodia up in the rank.
Now, we're at 110. Can we shoot for below 100?

Cambodia is doing really well on market efficiency and this goes to
prove why Korean companies are leaving China and heading for Cambodia.
However, this kind of market efficiency is mainly based on low cost,
hard work and some preferential treatment from the US customers. We
need to improve our competitiveness that is based more on productivity
by using technology to drive performance, cost, and operational
efficiency.

If folks listen to the conversation between Dr. Michael Porter and
Charlie Rose on the video that I posted earlier, they will know more
why Cambodia is not competitive. There's not a lot of data to go
around. That also goes to explain why I put the competitive study of
Vietnam by Michael Porter because it has data from Cambodia in there.
We need to be data driven as much as being philosophical, political
and democratic in our search for happiness in this world. Oracle and
IBM databases are the best in the world to store data that can be
accessed by web 2.0. We need to use technology, good managers and
administrative leadership to move up the Cambodian competitiveness.

Cambodian institutions are also in poor mark. The Khmer leaders need
to strengthen these basic requirements for better global
competitiveness. Cambodian universities need to be upgraded at the
level of postgraduate studies with some kind of scholarship,
assistantship and fellowship programs for well endowed students who
want to pursue their career, fulfill their intellectual knowledge and
push the envelope of research and development. We need to encourage
students to get into IT, engineering, math, biology, pharmaceuticals,
economics, and finance as much as into sociology, anthropology,

Notice that Cambodia relatively has low score on macroeconomic
stability but this is not just numbers that come from statistical
compilation. Stability is the end result of a larger outcome of how
people go about to resolve their social, economic, intellectual and
ethical issues. The collaboration between Funcinpec and CPP is to
convert larger disturbance of the human mind into opportunity and tap
on the energy of the human conflicts. Ranariddh's personal scandal was
not necessarily the cause that had lead to destabilization. It's CPP
inappropriate attitude of self-righteousness, lack of deeper
fundamental knowledge of ethics and appreciation of democracy that had
caused rupture in the working agreement, thus pushing up the rank of
Cambodia in macroeconomic stability. In contrast, when things were not
going fine such as during the periods of 2004 thru 2006, but both
Funcinpec and CPP managed to work them out into a quiet storm, thus
they were able to propel a double digit economic growth.

So, human problems always exists. It's how people go about to resolve
issues that will convert challenge into opportunity. In an environment
of lack of information, low knowledge and personal arrogance, folks
need to rely on the wisdom of patience, perseverance and constant
learning. Only integrity would be able to provide man of good will a
learning experience that can override and stabilize the storm of human
ignorance.

As one can see, integrity can go a long way in the management of most
human affairs, from building good social and ethical relationship to
structuring a sound macroeconomic policy as much as conducting a
powerful tempo of jazz band.

Just like working out a situation with CPP, Funcinpec must also do the
same with NRP, SRP and HRP. Always making attempt to reconcile with
the past but not making compromise with stupidity and hypocrisy,
Funcinpec must also move on to make tough decisions. And the only way
that this Royalist party can strive to overcome seemingly weaknesses
and violence that are being recycled from other parties in Cambodia is
the utmost practice of INTEGRITY.

Folks don't take integrity for granted or with lip service. Either
they practice it or they will be destroyed by the competition. This is
the story of life. This is also the continuing story of life in the
21st century. With information superhighway, biotechnology,
accelerating human knowledge and deepening human values that are based
on higher standards of ethics and intellect, hypocrisy will have a
less chance to be successful in the highly intense competitive
environment of a fast changing world in the 21st century.
