notice is assigned to a specific print issue, the official publication
date of this notice is considered the date that it is posted online
(see below). The Kingdom of Cambodia has received credits and grants
from the United Nations Development Programme, International
Development Association (IDA), International Fund for Agricultural
Development, DANIDA and United Nations Childrens Fund for the five
projects as implemented by the NCDD through its Secretariat (NCDDS)
and the Program Support Team (NCDD PST), the Ministry of Agriculture,
Forestry and Fisheries through its Project Support Unit (MAFF/PSU) and
the Provincial Rural Development Committees (PRDC). It is intended
that part of the proceeds of the credits and grants will be applied to
eligible payments under the Contract for the audit of projects
financial statements and accompanying statement of expenditures and
special accounts. Projects: Project to Support Democratic Development
through Decentralization and Deconcentration (PSDD), Rural Investment
and Local Governance Project (RILGP), Rural Investment and Local
Governance Project Additional Financing (RILGP-AF), Rural Poverty
Reduction Project (RPRP), Natural Resources Management and Livelihoods
Program (NRML) and the Seth Koma Project (Seth Koma) The Services
include the audit of project financial statements in order for the
consultant to express a professional opinion on the financial position
of the six projects at the end of fiscal year and of the funds
received and expenditures as reported in the financial statements, as
well as an opinion on the Statement of Expenditures and the Special
Account, covering 2007 for PSDD, RILGP, RPRP, NRML and Seth Koma. The
project accounts provide the basis for preparation of financial
statements as maintained by NCDD/PST, MAFF/PSU and PRDC Excoms, the
Commune Council of each of project province and the respective
Provincial Treasury Offices. The NCDD/PST now invites eligible
consultants to indicate their interest in providing the Services.
Interested consultants must provide information indicating that they
are qualified to perform the Services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). A consultant will be selected
in accordance with the procedures set out in the World Banks
Guidelines: Selection and Employment of Consultants by World Bank
Borrowers. Guidance for implementing the Consultant Guidelines is
provided in the Kingdom of Cambodias Externally Assisted Project
Procurement Manual: Goods, Works and Services, issued under Sub-Decree
14 dated February 26, 2007, on Promulgating of the Standard Procedures
for Implementing the World Bank and the Asian Development Bank
Assisted Projects. Interested consultants may obtain Terms of
Reference, background documents and further information from the
address given below from 0800 to 1200 hours (Phnom Penh time) or from
the Seila website, www.seila.gov.kh. Expressions of interest must be
delivered in hard copy or electronically to the address below by no
later than 24 January 2008.
