11 projects approved during the 7th Asean TelMin meeting recently held
in Cambodia.
Representing Brunei at the 7th Asean Telecommunication & IT Ministers
Meeting and its related programmes in Siem Reap, Cambodia was Pehin
Orang Kaya Seri Kema Dato Seri Sena Haji Awang Abu Bakar bin Haji
Apong, Minister of Communications.
Accompanying the minister were Dato Paduka Hj Md Yussof bin Hj Md
Hassan, Permanent Secretary, Ministry of Communications and senior
officers from Ministry of Communications and the Authority for Info-
Communications Technology Industry of Brunei Damssalam (AITI).
As chairman of the 6th Asean TelMin in 2006 in Brunei, Brunei's
minister of communications delivered the opening remarks and welcomed
Cambodia as the upcoming chairman of the meeting.
Funds from the Asean ICT Fund will be disbursed for the Finding of
projects implementation under the respective working groups.
For the work cycle of 2007/2008, US$45,000 will be allocated to each
of the 11 approved projects seeking funding, including two proposed by
Brunei Darussalam,
The Asean ICT Fund is a monumental achievement for Asean TelMin
whereby each Asean member country is committed to contribute US
$100,000 annually, for five years from 2006-2010.
With such allocation of funds, it is envisaged that the implementation
of projects can be expedited to reach the desired outcome for the
further harmonisation and economic development of our region.
During the meeting, the ministers endorsed the terms of reference for
the operationalisation of the Asean ICT Centre, which will execute its
functions in its current virtual state.
The Asean ICT Centre will ensure the coordination, management and
implementation of Asean ICT Cooperation Work Programmes.
The theme of the 7th TelMin was "ICT: Reaching out the Rural".
The ministers have also adopted the Siem Reap Declaration on Enhancing
Universal Access of ICT Services. The declaration provides policy
direction towards developing affordable access to ICT services in
rural communities and remote areas in each Asean member country, as
well as promoting the social responsibility of relevant government
ministries, agencies, international organisations, industry players
and other relevant stakeholders.
The ministers highlighted the need for formulating proactive universal
service policies and regulations to accord all citizens with access to
ICT services a better quality education, efficient government
services, greater source of livelihood and improved quality of life.
Ministerial meetings with dialogue partners Japan, China and Korea
were also held. The Asean ministers were pleased with the continuous
support and commitment of the dialogue partners in strengthening
cooperative relations with Asean. -- Courtesy of Borneo Bulletin
