If the CPP related companies can import petrol without strict control ,

why can ' t other Khmer people import petrol from Vietnam [ smuggling
] to compete with Sokimex ?

Why only some CPP related companies have the right to smuggle , while
others cannot smuggle ?

That is why Sokimex is closing down its petrol stations in the eastern
half of Cambodia .
If Sokimex can do it , other Cambodians are also doing it in a
smaller scale because they don' t have the army .
