UN envoy telling the truth

Razalli said the truth when he was UN envoy.
After he retired he started telling Myanmar needs pressure because of
western pressure on him.
As an ex-UN envoy, he cannot resist western pressure on him.
He has to tell what western media want to listern.

Now Gambari said Myanmar does not need pressure but encouragement.
He is telling the truth.
He does not need to accept western pressure.
because he is a UN envoy nowadays.
