Progress of what?

UN and India sees "progress" in democratization of Myanmar. In what
field or issue did they mean it? They did not disclose clearly nor do
they elaborate on the "progress" of democratization. The political
atmosphere is in a mess and the transparency of democratic ideals are
blur and yet they said there is "progress". To be honest, the
credibility and effectiveness of UN and India is questionable indeed.
