Authorities make residents pay while checking family lists

Village authorities have been collecting money from villagers while
checking the lists of family members called Pone Zan-Tha Zae (form No.
10) in Mon State southern Burma.

According to a villager in Kamawet village group Mudon Township , the
villagers had to pay Kyat 200 per house to the Villages Peace and
Development Council.

Kamawet village group has five villages -- Sein-taung, Thein-gone,
Gone-nyin-tan, Khaung-kay, and Kamawet village. It has about 20,000
households.

While authorities in this village group collected money, most of other
villages were spared. The authorities also called students to join in
and help in checking the list.

"The quarter authorities just investigated the family list, but did
not take money," a Mudon resident said. The authorities of Mudon Town
yesterday checked each house in the town.

Other township authorities, including Thanpyuzayart are also checking
family lists, a source close to the village authorities said.

By checking the family list the authorities keep a tab on the number
of people including residents who have entered and are working as
migrant workers.

"We are unaware of the reason for investigating the registration
list," said a source close to village authorities.

"They (authorities) want to monitor the exact number of residents,
including guests who are travelling and overnight guests list
submitted to authorities," the source added.

Guests have to pay the authorities between Kyat 1,000 to 2,000 for
overnight stay along with the guest list that is submitted, the source
added.

Residents in rural areas and some areas in Pegu Division and Karen
State were forced to paste their family list in front of their homes
on February 2006 by the Township Peace and Development Council for
easy investigation.

The residents have to be registered with the Department of Immigration
and National Registration under the Ministry of Immigration and
Population if they want to prepare or make a new family list if they
don't have it.
