Over 100 national races are residing in Myanmar and her population is
over 54 million. The State will practice genuine multi-party democracy
system in the future and sovereignty is in the hands of national
people.

However, over 54 million people cannot gather at one place and decide
their affairs. There fore, the people designate the term of delegates
elected by vote to decide State affairs and carry out them. Laws will
have to enact and amended if necessary.

It is very interesting that the future State is being shaped to enable
the majority and the minority to enjoy equitable rights in the forming
of Hluttaws at different levels

People should know how the delegates will be elected and democratic
essence of the legislative are'

The legislative structure has to be formed according to the democratic
practice. The rights of the various national races are to be
incorporated.

The Pyithu Hluttaw will be formed with not more than 330 delegated
elected base on population and no more than 110 Tatmadaw member
delegate nominated by Commander-in-Chief of the Defence Services in
according with the law - total in 440. The ratio of elected delegates
and Tatmadaw member delegates will be 3:1.
THIS IS UN FAIR. THE PEOPLE DID NOT AGREE TO THIS. IN OTHER STATED WHERE
TRUE DEMOCRACY IS PRACTICED THEY DONT HAVE THE MILITARY INTERFEREING WITH
THE GOVERNANCE OF THE STATE. THE ARM FORCES BELONG TO THE BARRACKS NOT IN
THE PROME MINISTER'S OFFICE. THE PEOPLE CANNOT AGREE TO THIS. THIS RULE IS
TAKEN BECAUSE THE JUNTA WANTS TO PROTECT ITSELF FROM REPRISALS AND ALL THE
CRIMES COMMITTED IN THE PAST. THIS IS UNFAIR POWER GRAB.

The Amyotha Hluttaw will be formed with equal number of the Hluttaw
delegates elected from the region and states with a maximum of 224
delegates. According to the State structure there will be seven
regions, and seven states. Twelve delegates each will be elected from
each region and states So there will be 168 in the Amyotha Hluttaw
Commander-in- Chief of the Defences Services will send four Tatmadaw
member delegates from each states and regions which will make 56 in
total in the Amyotha Hluttaw. THIS IS LIKE THE "OSD (OFFICER ON SPECIAL
DUTY)" A MILITARY OFFICER WATCHING OVER WHO SAYS WHAT AND THEN REPORT TO THE
MILITARY INTELLIGENCE LEADING TO THAT PARLIAMENTARIAN'S ARREST. THE SYSTEM
OF OSDs SHOULD BE ABOLISHED. THE PARLIAMENTARIANS MUST BE FREE TO DISCUSS
THE AFFAIR OF THEIR STATE WITHOUT BLOODY OSD (INFORMERS) AROUND. THERE MUST
BE NO INTIMIDATION, EVERY ONE MUST BE FREE TO SPEAK WITH OUT FEAR. THE NLD
MUST BE FREE. THEY ARE THE LEGAL REPRESENTATIVES OF THE COUNTRY.

Selfr administered division and self administered zones are covered in
the election of the delegates of Amyotha Hluttaw. Sagaing Region elects
12 delegates. One delegate from Naga self- administered zone in Sagaing
Region will also be elected.

It has planned to enable various national races to have the highest
number of seats in the Amytha Hluttaw . Delegates elected from various
self-administered areas in region and states can also get seats in the
Amyotha Hluttaw. They can discuss their own regional issues in the
Amyoitha Hluttaw.

The equal number of delegates is set in order to avoid bitter
experiences like those in the past.

Among the population of 54 million Bamar nationals are the largest. If
Pyithu Hluttaw delegates are to be elected based on the population ,
the majority of the delegates will be Bamars. If so Bamar will
constitute a larger majority of Hluttaw delegates.

The State has 325 townships altogether Some have large population and
some has less. As national brethren live in almost all of the
townships, designation of constituencies based on the population
amounts to giving a chance to national race to be able to have sizable
number of seats in the Pyithu Hluttaw.

Big states and regions with large population have had more seats in
Pyithu Hluttaw than the smaller ones with less populations Thus to be
fair and square the equal nu,mber of representative s to Amyotha
Hluttaw has been designated It is clear that all nationals are in a
position to enjoy equitable rights

Hluttaws will be formed in respective states and regions. Every
township of states and division shall have two seats in the State and
Region Hluttaws. Though the Pyithu Hluttaw and Amyotha Hluttaw have the
limited number of seats whereas the State and Region Hluttaws have no
limited numbers, because States and regions have the different number
of townships If the number of Hluttaw representatives is restricted it
can not be fair democratic way. THIS IS IT IT IS RESTRICTED. THERE HAVE TO
BE MILITARY OFFICERS IN THE PARLIAMENT. THESE PEOPLE ARE NOT ELECTED AND IT
IS A RESTRICTION.

Preliminarily, every township of the states and region shall have to
elect two representatives. There are opportunities for the township as
well as for ethnic minorities.
For instance , Shan national already have a state in their Shan States.
Likewise , national race such as Danu, Pa O, Palaung, Kokaing and Wa
national races have had self-administered zones. Other national races
which have not had equal rights shall be permitted to have on seat each
in the state Hluttaws. If they have 0.1 percent and above of the
state population as a whole . Supposed the population od Akha nationals
in Shan State accounts for 0.1 percent and above, Akha will be able to
win one seat in Shan State Hluttaw.

So each and every national race will enjoy legislative powers if they
have 0.1 percent and above of the country's population , whatever
region /state or self-administered areas the live in. THE KARENS HAVE TO
BE INVITED TO RETURN TO THEIR TOWNS AND VILLAGES. THEY HAVE THE RIGHT TO
THEIR LAND AND THE NATIONAL ELECTION. THE JUNTA MUST REMOVE THE LAND MINES.
THEY MUST NOT USE THE KARENS AS SACRIFICIAL MINE SWEEPERS. THE JUNTA
SOLDIERS PLANTED THE MINES AND THEY MUST DO IT THEMSELVES. OTHERWISE THERE
IS NO EQUALITY.

It is a great joy for ethnic minority groups which have not enjoyed
specific rights to have seats in Region/State Hluttaw They not only
have legislative powers but also they may become cabinet ministers of
the state/region concern. President of the State will appoint them as
ministers to carry out and decide the affairs of national races.

Leading bodies of self-administered areas can execute legislative as
well as executive powers The leading bodies are entrusted with
legislative powers like regional Hluttaws.
There shall have to be at least 10 members in forming the leading
bodies. More can be added if they want to. The elections of
self-administrated area will not be held separately. Those two
representatives elected from each township for Region or State Hluttaw
shall be members of leading bodies of self-administered areas.

The four persons elected as delegates, two from Ywangan and two from
Pindaya Township will automatically become members of leading bodies of
Danu self administered zone formed with Ywangan Township and Pindaya
Township. The members of leading bodies of self-administered areas will
not only be able to directly serve the interests of their own regions
and local national races , but also be able to do so by attending
Region Hluttaw or State Hluttaw.

In this regard there are only four elected delegates, There will be
three Tatmadaw member
Delegates nominated by C n C . Seven member leading body has to chose a
Chairman. Tatmadaw member have no rights to be elected as Chairman of
this body.. The Chairman is to be elected from the four elected
delegates The Chairman of the leading body will become the minister
of Region government of state government As there are only nine
members in the body in this case Chairman and members will have to
choose and appoint each delegate from ethnic group with the
population at least 10,000and above out of the remaining groups apart
from Danu national who have already had self-administered zone as
members. As the number of members of the leading body is prescribed ten
at least, the number can be increased if necessary.

Chairman and members of the leading body can choose and appoint
suitable persons residing in the self-administered area. Although the
number of delegates at the central level Hluttaw has been limited , the
leading bodies of self administered areas have the right to choose and
appoint the members needed if necessary in order to widely address the
matter of their own.

It is obvious that in the future nation that is to emerge under the
State constitution the entire national people will have the right to be
elected as the Hluttaw representatives or members of the leading bodies
in line with the self requirements . Moreover systematic steps have
been taken for them to have right to elected and be elected.

So the future nation will guarantee the flourishing of genuine
multiparty democracy coupled with the noblest and worthiest of the
worldly values such as justice, liberty and equality, accusations and
fabrications such as injustice and inequality will fade away with the
emergence of new State constitution. SO YOU KNOW THAT THERE WAS GROSS
INJUSTICES. THIS INJUSTICES MUST BE REPAIRED FIRST TO GAIN THE CONFIDENCE OF
THE PEOPLE. DO NOT BULLDOZE THE PEOPLE INTO SUBMISSION. IT WILL NEVER WORK,

All the national people should be pleased and delighted. NO - THE JUNTA
MUST DISCUSS WITH THE MASS OF THE PEOPLE. THERE MUST BE WIDE SPREAD
ACCEPTANCE FIRST BEFORE YOU CAN SAY "pleased and delighted".
