Step 1: Government must admit there is a serious problem with corruption.
Step 2: Set up a non-partisan committee to fight against corruption.
Step 3: Transparency in Judicial system
Step 4: Corruption will die out.

Step 2 is the hardest part. Can you have a committee that is trusted by
people, transparent and free of interference from officials?

Reforming Burma in the field of bribery and corruption .

The government is doing whatever it can to tackle
this problem and this is not enough, ' Letma Ma koung Letma '.is never
enough. Because government has not done the blood transfusing or the
right one. If this government can not do it, no government will be.
Because Myanmar had four governments already.

Who are responsible for this bribery and
corruption in Burma?. I have said it many times before and asked the
question, 'Who bribes who, and who are corrupt'.

Some people put the blame on SPDC squarly.

When it comes to it, the blames are on poor
salaries. The question is , is it really? The salaries is low, because
governments has very low income, whoich is revenue or taxes.

There is a belief, that salaries are nothing in
Myanmar. the governments are not worry about their salaries , because
what they are getting from outside are well above their salary, as
well as they can be called wealthy people.

Bribery and corruption is nothing new in Burma or
only in Burma. They are happening in the world, and in many forms. . It
could be said that everybody is doing it until they are caught. It is
everywhere in the world. We are seeing everyday. That does not mean
Myanmar's Generals (SPDC) or civilian , government servants or
ordinary people of Myanmar are excuse or to let them get away.

Before SPDC assumed power, democratically elected
Government of U Nu, formed Bureau of Investigation (BSI) to tackle the
bribery and corruption in the country. It as called anti corruption
squad . It came to nothing . Those who were serving BSI become good
friends with everybody and anybody. They are in the pockets of
everybody.

During the democratically elected civilian
government days of U Nu, the would be officers of this BSI department
have to go to training in Mandalay Burma Police Training College. From
every divisions and states the would be officers ( cadets) as well as
the rankers ( commissioned officers ) for and from BSI, excise,,
special branch , |C.I .D. and the Police, together with the

During RC time and then onwards , these officers as
well as civilian governments servants were sent to Wet-hti-gan, Phoung
Gyi Training Centre near, Prome.

During these years, many civilians and military
officers Colonels and Generals gone to prison for corruption charges.
Today those who oppose military rule in Myanmar accuse SPDC of
mismanagement of Burma's economy, including corruption.

The fact that bribery and corruption is in the blood
of the Myanmar people for centuries, since Myanmar was a Kingdom of its
own, the people bribed or had to bribe the King and the ministers and
the peers. That bribe was considered as tax, but the Kings build
nothing for the people no schools, no hospitals, no roads, no bridges.
The people had to do it themselves for themselves.

In modern time the records show that U Saw who killed
Aung San, when he was Premier of Burma under the British rule , if
somebody want to be promoted he would be charged rupees 15,000.
Reginald Dorman Smith the then governor of Burma talked about it, U Saw
admitted , but he did not take any action against U Saw, because U Saw
said he won't do it again. That was it.

Two years ago General Khin Nyunt was ousted on
corruption charges and sentenced to 40 years in prison, but it was a
suspended sentence. And his MIS department was abolish and reform. What
is behind all these we will never know the truth during our life time.
We know only what they told us to know.

Not many months ago again . officers belonged to
customs department were arrested at the airport sea port, their
department and their house were arrested and charged with respective
crimes ( corruption). For those who comes to visit Myanmar on a holiday
especially Myanmars to avoid minimum harrasments, some of them bribed
custom and immigrations officers with money and gifts, which may be
nothing to them as on going maoney exchange rates, but those who has no
reasons to bribe the officials it j=has become a big problem. Those who
bribed doesn't know that they are ' A seit Pin = Yey loung ' or
waterring the poison plant which is destroying the nation through
through them and through these corrupt officials.

There are laws in Myanmar to deal with bribery and
corruption or any other crimes. But they are not with hold by those
who are responsible to with hold.
And not to forget there are those who are breaking the laws.

A few days ago came income tax law, detailing us how
SPDC will deal with the income tax and those who are evading income
tax. In my view it is also connected with bribery and corruption
problems.

For example, a business company or a business person
has to pay a revenue of K/100,00,000. ( a hundred thousand lakhs) When
he goes to income tax department and make a deal with the income tax
officers, he could get away with K/100, 000. lakhs. This, a hundred
lakhs will be shared between the income tax officers, who handle that
case. The country gets nothing, the majority of the people gets
nothing in the form of schools , hospitals , roads , bridges. They
can not be build, because nothing goes to government coffers.

When the business people have the governments officials
and servants, including the income tax departments in their hands, the
prices of everything gone up. These business people buy properties
abroad, instead of enlarging or extending their business in Myanmar and
creating jobs for local people.

Whenever somebody talks about income tax, Myanmars
don't want to hear about it, they don't want to know about it

When British were ruling Burma, the people and the
leaders of Myanmar said these tax were for rebuilding London. not
Yangon or Burma. When Burma gained independence, the people think these
tax are just to pay the salaries for the politicians, the governments
servants, there is nothing for them. They don't think such as
schools , hospitals, roads and bridges are built with these taxes. And
not to forget that himself Aung San got away with murder, according to
Thakin Tun Oat.

No matter who the government is going to be in Myanmar, no
matter what sort of laws it will enact , no matter how mush the
salaries are raised, as long as those who are responsible to up hold
the laws and those who should abide them are not doing their parts
properly. Myanmar will still be drowning in the big lake of bribery and
corruption.

Is this some kind of democracy, to go by the flow? As long
as mutual satisfaction or agreement or compromise between those who
bribes and those who takes the bribe ( corrupt) to be said that is what
the majority want. What is the meaning of, ' reforms '?

There are those who would like to see the Generals (SPDC)
ended up in courts charged them with crimes against humanity. There
are those who thinks the all the problems of Burma will be gone when
SPDC is gone. Bribery and corruption is only one problem in Burma and
it is a BIG one which everyone in Myanmar involved, yes EVERYONE.
because this is a habit, this is a hobby, this is a tradition this is a
culture in Myanmar.

Myanmar saying as 'Nga Kan Thay - Nga Swe Lar Laint Me '
is not the reform, it won't solve the problems. If that ' Nga Swe
' is the same as Nga Kan'. Myanmar will face the same problem.

Who is going to charge and put on trial the PEOPLE who made the
military coup possible?

What is happening in Myanmar good or bad , everybody is
responsible. Government as well as the people. Even a child at the
school who breaks a chair or a table because of his/her irresponsible
act is responsible. Not to mentioned those who knowingly and
deliberately trying to damage the nation's infrastructures or break
the Nation ( Myanmar) .

Revolution by military coup or revolution by the people have
changed almost nothing in this field, there is no serious effect.

Could it be said, people and government ( whoever it may be )
going hands and hands in this matter?
