SPDC is being accused of divide and ruling Burma.

Let us look back to the past little bit so that we could see
the whole picture of divide and rule system. Let us look at some
records regarding Burma..

Divide and rule according to White Paper..

Lt General Oliver Leese ( Sir ) forbidding arms distribution to
Burma Defence Army later known as Burma National Army, while arming
Kachin , Kayin , Naga and Lushi. But Mountbatten overruled Lease and
Pearce and directed the issue of arms to BDA (BNA) with suitable
precautions.

Reginald Dorman Smith had been advised by Paw Tun(Sir) and his
officials that the League
( AFPF ) did not represent the Burmese nation, but was revolutionary
faction. To support and arm which would jeopardise a reasonable
settlement.

He ( Mountbatten ) should be able to exercise a decisive
influence on Aung San, be able to control the Burmese forces, disarm at
leisure , win over their leaders and prevent any of their adherents
from disturbing the peace.

May 17, 1945 White Paper was published. The civil Government
would return to Burma when the military situation allowed. The
governor's period of direct rule under S,139 of 1935 Act would be
three years. At the end of that time , if not earlier , an election
would be held and the Burmese council and Legislature as established by
the 1935 Act would be restored.

A second phase in constitutional development would then begin.
Representative of all parties be asked to draw up democratic
constitution, so framed to give Burma full self government within the
Commonwealth. As soon as it was cleared that the draft constitution had
enough support to justify endorsement by Parliament, an agreement would
be entered into between His Majesty's Government and the
representatives of Burma , and the constitution would come into force.

But the hill areas ( half the total area of Burma ) inhabited
by the Chins, Shans, Karens, Kachins and other non - Burmese races
would be excluded , until those people expresses a desire to amalgamate
their territories with Burma proper

The policy was an advance in the matter of the length direct
rule. Dorman Smith suggested seven years , Mr de Chair's blue print
suggested six years. A period of three years was fixed as the maximum.

AFPFL demanded there should be no period of direct rule, and
that it should be recognised as a sovereign Provisional Government
competent to found a republic. in which all the inhabitants of Burma
should be included.

Who was dividing Burma and the Burmese so that they could
rule. Why are the Burmese still divided?
