Tripartite talks in Burma difficult: western consultant

Burma's military junta will find it difficult to agree to top level
tripartite talks in order to resolve the political crisis in the
country and move towards national reconciliation, said a western
independent consultant working on Humanitarian Political Issues in
Burma.
The military regime is now busy proving to the international community
and its people how powerful and strong they are by shifting to the new
capital, he explained in a group press release.
Because the military government has a strong presence, the country
would not change from the top to the bottom, it could only change from
the bottom to the top," he analyzed.
There would be no tripartite talks at the top level. It can be held at
lower levels, he continued.
The relationship between the military government, NGOs, international
organizations and local humanitarian organizations have become bitter
after the government moved to the new capital, he said.
These organizations and NGOs cannot pressurize the government as they
could have done when it was in Rangoon, he added.
After the military regime moved to the new capital, Ibrahim Gambari,
the UN under-secretary general for political affairs, met military
leaders for the first time.
He met Senior General Than Shwe and Daw Aung San Suu Kyi, Nobel Peace
Laureate separately on May 20.
