What Chief-of-Police (U) Khin Yi said

I was wondering what made (U) Khin Yi, Burmese Chief of Police, say
what he did.
He must be saying that (Daw) Aung San Suu Kyi might have enough
(re)election constituency (enough supporters to win an election if
held) but not enough core constituency (enough supporters to topple the
military government), as it was proven many times, as Aung Naing Oo
concurred later in Irrawaddy, in May 2003 and now.

Since (U) Khin Yi said that right before the day that the house-arrest
order expires, his remarks were knowinly spinned towards the claims
that (Daw) Aung San Suu Kyi should be released and that she is not a
threat to national security of Burma.
Probably (U) Khin Yi read too much on the internet as he mentioned in a
Press conference.
