Gambari Breakthrough Draws Cautious Response

Expectations remain high after UN Undersecretary-General for Political
Affairs Ibrahim Gambari concluded on Saturday a three-day visit to
Burma, during which he met Snr-Gen Than Shwe, senior members of the
opposition group National League for Democracy and detained democracy
icon Aung San Suu Kyi.
A UN statement issued in New York on Saturday said that its top
diplomat held "wide-ranging discussions on the country's National
Convention and democratization process" with key political
stakeholders.
Gambari was allowed a meeting with Suu Kyi, the NLD's General
Secretary, on Saturday at a government guest house following his visit
with Burma's top generals at the country's new administrative
capital Naypyidaw, near Pyinmana.
"We can say that there's a little progress because he [Gambari]
accomplished something that the previous UN envoys have not been able
to do," said U Lwin, a spokesperson for the NLD. "But it's hard
to say that the path is open for [political] changes."
Previous attempts by the UN to negotiate a resolution to Burma's
political deadlock were far less successful. The ruling junta had
effectively barred UN envoys from the country. Special envoy Razali
Ismail made his last visit to Burma in 2004.
Gambari's visit is the first by a top UN diplomat since Suu Kyi began
her most recent term under house arrest following a government-backed
deadly attack in Sagaing Division in upper Burma in May 2003.
The unexpected breakthrough has raised hopes in the region for further
progress. "Gambari was allowed to meet with Aung San Suu Kyi, and
this is very encouraging to me," said Kraisak Choonhavan, chairman of
the Thai Senate Foreign Affairs Committee. "But still, she should be
allowed to work politically and socially," he said.
Citing a diplomatic source in Rangoon, who Gambari briefed before
leaving the country, Reuters news agency reported that Than Shwe agreed
to "try to find common ground with the NLD on political issues."
"As a respected international organization, we expect the UN to
handle [the issue of Burma] seriously," said Min Ko Naing, a former
political prisoner and student leader. "It needs to put forward clear
steps for genuine political reform," he added.
According to the UN statement issued on Saturday, Gambari addressed in
his meetings the country's humanitarian challenges, restrictions on
international aid groups and, in particular, recent attacks on
Burma's ethnic Karen by government troops.
