CHAPTER I

FORM OF THE FEDERAL UNION OF MYANMAR

1. The Federal Union of Myanmar shall be a Sovereign State composed of
14 Territorial Autonomies.
2. The Federal Union of Myanmar shall be composed of the following 14
Territorial Autonomies:-
( I ) the Kachin Autonomy ( or ) the Gynephaw State ( or ) the Name of
State approved by two - third of its population ;
( ii ) the Karen Autonomy ( or ) the Kawthoolei State ( or ) the Name
of State approved by two - third of its population ;
(iii ) the Karenni Autonomy ( or ) the Morawaddy State ( or ) the Name
of State approved by two - third of its population ;
( iv )the Chin Autonomy ( or ) the Chin State ( or ) the Name of State
approved by two - third of its population ;
( v )the Sagaing Autonomy ( or ) the Sagaing State ( or ) the Name of
State approved by two - third of its population ;
( vi )the Tanintharyi Autonomy ( or ) the Tanintharyi State ( or ) the
Name of State approved by two - third of its population ;
( vii )the Pago Autonomy ( or ) the Okthar or Hantharwaddy State ( or )
the Name of State approved by two - third of its population ;
( viii )the Magway Autonomy ( or ) the Magway State ( or ) the Name of
State approved by two - third of its population ;
( ix )the Mandalay Autonomy ( or ) the Yadanarbon State ( or ) the Name
of State approved by two - third of its population ;
( x )the Mon Autonomy ( or ) the Ramanya or Suvumnabhumi State ( or )
the Name of State approved by two - third of its population ;
( xi )the Rakhine Autonomy ( or ) the Rakkhapura State ( or ) the Name
of State approved by two - third of its population ;
( xii )the Yangon Autonomy ( or ) the Dagon or Okkalalapa State ( or )
the Name of State approved by two - third of its population ;
( xiii )the Shan Autonomy ( or ) the Kambawza State ( or ) the Name of
State approved by two - third of its population ; and,
( xiv )the Irrawaddy Autonomy ( or ) the Irrawaddy State ( or ) the
Name of State approved by two - third of its population.
Note : It is recommended that the Myanmar term ' Taing ' may be
suitable, for the sake of Splendour, for Every Autonomy, uniformly, for
the meaning of ' State ' or ' Autonomy.'
3. The Autonomies ( or ) the States in the Federal Union of Myanmar
shall be each other equal -ranking Constituents of the Federal Union.
4. The Territory of the Federal Union of Myanmar shall be the Total
Territories of All the Constituents and Its Boundary shall be as the
Edge of its Territory.
5 The Territory and Boundary of the Federal Union of Myanmar shall not
be altered without the Consents of All Constituents.
6. The Sovereignty of the State shall be derived from the Citizens.
7. The Legislative, Executive and Judicial Powers of the Federal Union
of Myanmar shall be vested in and Exercisable by the Congress of the
Federal Union, the Administration of the Federal Union and the Supreme
Court of the Federal Union established by this Constitution
respectively.
8. The Political System of the Federal Union of Myanmar shall be a
Multi - Parties Democratic System. The political parties shall, in
accordance with the Basic Democratic Principles and Laws, be freely
formed, and, Shall have the right to participate in democratic,
non-racism or non - apartheid based political process.

( xiv )the Irrawaddy Autonomy ( or ) the Irrawaddy State Pathein.
13. This Constitution shall be the Supreme Law of the Federal Union of
Myanmar.

CHAPTER IV

PRESIDENT AND ADMINISTRATION OF THE FEDERAL UNION

81. The Executive Powers of the Federal Union of Myanmar shall be
vested in the Present who shall form and be Head of the Administration
of the Federal Union.
82. The President shall also be Head of the State and the Supreme
Commander of the Federal Armed Forces.
83. The Term of Office of the President shall be four years from the
date of taking Office till the date of Taking Office of the President
of the next Term. No person shall serve as President for more than two
Terms In all.
84. The President and the Vice-President shall be elected under the
principle of direct election by the Citizens.
85. The Procedure for Presidential Election shall be as follow :-
( a )When, six months before the termination of the current Presidency,
the Commission for Presidential Election has been formed, a Candidate
seeking Election for Presidency shall submit his Candidation to the
Commission Office.
(b)The Candidate shall, within thirty days, submit to the Commission
Office the collection of 100,000 signatures of the Citizens who support
him, and the Candidation of his Vice-President. If the Candidate would
not
be able to collect the said amount of signatures, his Candidation shall
be cancelled.
(c)If the Candidate has been able to submit the said amount of
signatures, he, along with his Vice-President, shall be entitled to the
right of being elected in the Presidential Election.
(d)When the Presidential Election is held, each pair of Candidates of
the President and the Vice-President shall be directly voted by the
qualified Citizens throughout the Federal Union, if possible, within
one day.
(e)If a pair of Candidates win the half of votes of the Citizens, they
shall be regarded to have been elected as the President and the
Vice-President respectively.
( f )If any pair of Candidates would not win the half of votes of the
Citizens, the pair that has won the most votes and the pair that has
won the second-grade most votes among the pairs of Candidates, shall
compete each other in the Second Round Presidential Election that shall
have to be held within seven days from the date of the First Election.
( g )The Pair of Candidates who win the majority of votes of the
Citizens in the Second Round Election shall respectively be the
President and the Vice-President.
