Prototyping Shop In Myanmar

Out of curiousity, with the participation of a local partner, I am
wondering what it would take to setup a shop comparable to a computer
peripherals shop to build prototypes, i.e. just a handful of units but
not for mass production.
The list that comes to mind is:
- Shop space
- UPS and Power Generation Equipment
- Climate control systems
- Tooling - molds, dies, lathes etc.
- Electronics equipment
- Plastic injection equipment
- Licensing fees
I think there would be few places that can be as competent as Myanmar
in terms of the intrinsic cost for parts and labor. However, the
bigger concern in regards to the operations is the bureaucracy and the
overhead associated with it. I imagine you would also need to convince
the government at all times that the shop is not doing anything
illicit.
A major issue is the intellectual property involved. While you can
possibly get those involved in the operation to sign a nondisclosure
agreement, without any recognizable enforcement, it would be pretty
much worthless.
