Independent Mon News Agency
August 30, 2005
Local SPDC authorities in Three Pagoda Pass border town with could make
easy more money from the residents by a order to Town residents those
who do not have family registration to have one, with a reason of
security maintenance in the Town.
Mon State and Karen State authorities beef up more troops in
check-points along the main roads to Rangoon, and ordered to townships
authorities to tight security in each town after they found bombs in
Salween River (or Moulmein-Muttama) Bridge, in capital of Mon State and
arrested two bomb carriers in Ataran Bridge in Karen State.
Due to state authorities order, Three Pagoda Town authorities hold a
meeting on August 25, including cease-fire groups - New Mon State
Party (NMSP), Democratic Karen Buddhist Army (DKBA) and Karen Peace
Front (KPF). In the meeting, chief commander in Town Maj. Hla Oo
ordered to residents to register their family registration via Town
Ward authorities. And he also complained to cease-fire group for
holding arms in Town and said that he will check those suspected
members in ceasefire groups.
Currently local resident who do not have family registration have to
make it in the SPDC's Administration Office, with a payment of 300
Baht to the authorities. "If you family has 10 people in your family
you have to add 100 Baht more," a resident said.
"If the country is insecure, the authorities are not really busy and
worrying about that. They are busy with making money like this. If the
country is insecure more, the authorities can make more money and will
be happy," an old resident told to IMNA.
Authorities divided two types of family registration. One is
'permanent' registration and another one is temporary registration.
For the temporary registration only have to pay 15 Bath per person. But
the families those belong a temporary registration have to report to
immigration office every month in order to inform them they are
presence in the town.
"You have to bring a blank book. Immigration officer will write down
your family member numbers and sealed it," Mr. Nai Shwe, clarified
about the temporary registration card.
A poor daily worker, Ms. Mi Myint said, "We can't make any
registration because we have no money. If they arrest us, we have not
choice except to follow along with them. We have stayed about 8 years
here as residents. If they would like to arrest us we can do
nothing."
According to residents, the authorities declared they will fine those
who do not have family registration and can be detained at least for
one night. But the residents do not know how much the fine will be.
In Three Pagoda Pass town, most people are moving from inside Burma and
many families have resettlement here for business and employment
reasons. Most of them do not have family registration like daily worker
and even businessmen.
Due to order of recently security tight, the passengers in Mon State
are demanded to pay money to local authorities in every check-point
involuntarily and is unlawful in Burma.
