Issue Regulations: Operation Odyssey Dawn: Libya

Upon receiving clear evidence that Libyan strongman Mohammar Ghaddafi planned to
exercise brutal, inhuman revenge against elements of the Libyan public for
resisting his control, the United Nations voted in the majority to deploy forces
made available from member nations to arrest movement of Ghaddafi forces and
prevent his continued merciless agression. Allied Forces began their Defense of
Libyan civilians on 18 March 2011.

Awarded for military and applicable civilian service during the Operation Period
beginning 18 March 2011. Operation's terminal date to be announced by the
