Everywhere where democracy grew naturally food, shelter and health was
first, democracy after.
West German democracy was not natural. It has been grown artificially in
the American occupation

Well, there were no big differences in living standards before
industrial revolution - what comes with democratization of society. In
europe, democracy starts from grass root level - no matter kings still
keeping top power, officials on village, parish and city level become
elective. Even in Estonia, in Russian Empire, full spectre political
life was present with "miniparliaments" for any city. I use the moment
to say thank you to russians - in 1904 Estonian speaking parties first
time in history take over over german speakers in Tallinn City
Council ...thanks to coalition with Russian Party. There were not too
much russians in Tallinn in 1904 but with estonians and germans
standing fifty-fifty, russian voice was decicive one :-)
As Estonia and Latvia had "Baltic Special Law System" based on German
law back then, you see democracy was no way a new thing for germans -
they just were a bit late introducing it on national level.
