If one makes a cut-off at 30%, Russians think that 2 countries are
friendly and 6 countries are not friendly - roughly 3 enemies for 1

Not that it would change anything, but could someone please explain
what these countries exactly do to deserve the 'not friendly' status?

Belarus - the most Soviet out of ex-Soviet republics -))
It is also interesting that 13% said that Russia has no close friends
or allies.
(I guess the minority rights argument would not stick here, because it
