Actually, Russell Means did that by himself. Modifying the treaty
requires a referendum of 3/4 of all adult males, which can most likely
be interpreted as postpuberty males.

There are over 100,000 Sioux.
I haven't hired a pediatrician to check the kids, but 60% of these
Sioux
are over 18.
Roughly 98.5 males per 100 females.
Let's see, carry the one...Means needs to convince at least 22000 more
people for his statement to have any weight.
Means himself is, ah, special. He accuses the tribal government of
being
an artifact of colonialism...and then runs for president of the Oglala
Sioux Tribe. (And fails.)
