Mr Elbakiyev and Ms Tsekilashvili had heard about the thousands of
houses that the Georgian government built last fall for ethnic
Georgians who had fled the villages north of Tskhinvali.
“Is it true?” they asked, with an unmistakable trace of envy.

It must be true as every word in soviet's Правда :-)
